A legal framework for a possible TikTok sell-off has been established, according to U.S. Treasury Secretary Scott Bessent, opening the door for the app to be purchased by an unidentified American investor.
The agreement would, interestingly, nevertheless permit ByteDance, the Chinese parent firm of TikTok, to own a sizeable share and continue to be involved in the platform’s development.
Bessent confirmed that the agreement is a private-sector transaction, with core financial terms already settled as the U.S. sell-off deadline for TikTok rapidly approaches.
Later this week, U.S. President Donald Trump and Chinese President Xi Jinping are scheduled to meet to conclude the TikTok transaction and discuss other important issues.
The agreement seeks to maintain TikTok’s “Chinese characteristics” while making sure the sale complies with the “Protecting Americans from Foreign Adversary Controlled Applications Act,” Bessent underlined. He added that to give both parties more time to work out the details, the sale closing date can be extended by up to ninety days. Securing an agreement before this week’s deadline is still the current objective, though.
In order to delay the implementation of the Senate-approved law, President Trump has issued Executive Orders three times to extend TikTok’s compliance date. Even while Trump is hopeful that there won’t be any more delays, there is still not much time left to settle the details. The most recent deadline is September 17.
The Chinese government is reportedly refusing to give up TikTok’s fundamental algorithm under any circumstances. In the meantime, American officials have stated unequivocally that they would not engage in talks until the Chinese Communist Party abandons its demands for lowered technological restrictions and loosened tariffs.
The TikTok sell-off transaction may still be in limbo, given the complexity of the situation. The White House has stated time and time again that a deal was possible, but at the last minute, final negotiations fell through.
